We are seeking a skilled, motivated and detail-oriented Medicaid Federal Reporting Manager to lead federal reporting and data analytics initiatives for a large Enterprise Data Systems project with a focus on Medicaid programs. This role is responsible for collaborating with Optum internal resources as well as the customer to ensure accurate, timely, and compliant submissions of federal reports such as CMS-64, T-MSIS, and CMS-416, while also driving data quality, analytics, and stakeholder collaboration. The ideal candidate will bring deep expertise in Medicaid data, strong project leadership, and a passion for improving healthcare outcomes through data-driven insights.

Primary Responsibilities:

  • Lead the preparation, validation, and submission of federal Medicaid reports including CMS-64, T-MSIS, CMS-416, and other mandated deliverables
  • Ensure compliance with CMS guidelines, reporting standards, and submission deadlines
  • Collaborate with finance, policy, IT, and analytics teams to gather, reconcile, and validate data inputs
  • Analyze Medicaid data to identify trends, anomalies, and opportunities for program improvement
  • Oversee the development and implementation of reports, including dashboards and visualizations using tools like Power BI
  • Manage and collaborate with program manager and project scheduler for project timelines, resources, risks, and stakeholder communications
  • Provide leadership and guidance to a team of analysts and developers, ensuring high-quality deliverables
  • Monitor changes in federal reporting requirements and proactively implement updates
  • Support audits and respond to inquiries from CMS and other regulatory bodies
  • Maintain documentation of reporting processes, methodologies, and data governance practices

Required Qualifications:

  • 5+ years of experience in Medicaid reporting, healthcare analytics, and/or data warehousing
  • Experience with Medicaid Management Information Systems (MMIS) and State Medicaid Data Warehouses
  • Experience applying PMI project management principles and managing project constraints
  • Familiarity with federal and state healthcare regulations and reporting standards
  • Solid understanding of CMS reporting requirements and Medicaid data systems (e.g., MMIS, T-MSIS, MBES)
  • Proven experience managing complex data analytics/reporting projects in a multi-vendor environment
  • Proficiency in SQL, SAS, Python, Excel, and data visualization tools
  • Excellent communication, stakeholder management, and project leadership skills

Preferred Qualifications:

  • PMI Project Management Professional (PMP) or CBIP certification
  • Experience with tools such as Tableau, Power BI, Teradata, Informatica MDM, SAP Business Objects, JIRA, MS Project
  • Knowledge of cloud technologies (e.g., Azure, Snowflake, Data Bricks) and data streaming platforms
  • Willing to travel (~10%) to Montgomery, AL as needed

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $110,200 to $188,800 annually based on full-time employment. We comply with all minimum wage laws as applicable.
